A big rise in the basic state pension from the current £97.65 a week to £140 is expected to be awarded only to future pensioners at retirement age.
Pensioners already drawing a state pension will remain on the lower figure under a two-tier system being drawn up by the Department for Work and Pensions (DWP).
One other remaining uncertainty concerns the treatment of the millions of people in the state second pension, known originally as Serps and now as S2P.
